The city has drafted an amendment to its Statute in response to the Housing Development Strategy that was adopted recently. The document, approved last April by the Prague City Council, seeks to prevent further privatization of city-owned housing. The city has opened a consultation round for city districts to comment on the amendment to the Statute.

The draft amendment of the Statute envisages that revenues from the sale of apartments controlled by city districts go to the Prague Affordable Housing Development Fund (FRDB), where it would be allocated to housing investment projects of the respective city district in order to maintain the municipal housing capacity. At the municipal level, this system has been in place since the previous election period, when revenues from privatization of municipal housing (outside city district control) started to flow to the newly formed FRDB.

Between 2019 and 2021, city districts sold roughly 1,500 apartments in total. Some sell them at auctions for the highest price, others sell apartments to tenants at significant discounts as compared to the market price.
